Bring a pot of water to a boil. Once boiling add the soba noodles and cook according to the package instructions. Drain, rinse well and set aside.
Heat a wok or large skillet over medium-high heat with avocado oil and sesame oil. Add the Fresno chilis, garlic, snow peas, carrots and ginger powder. Sautee, stirring, until snow peas are slightly charred and tender, about 3-4 minutes.
Add the soba noodles, coconut aminos and fresh lime juice. Continue cooking, stirring, until all flavors are combined, 3 to 4 minutes.
Remove the stir fry from the heat but cover to keep warm while you prepare the tuna steaks.
